On the coast
A hard rain is a poor day for the Bird Island walk and a poor day to be on a pier. The lighthouse climb in Caswell Beach is indoors once you're in the tower, and it requires an appointment. The grounds themselves are still outside. Southport's downtown is a covered-sidewalk walk, not a museum ticket.
The real indoor exhibit nearby is the N.C. Aquarium at Fort Fisher, in Kure Beach, New Hanover County, north of Oak Island. It's a drive, and it's not one of the eight towns.
In the mountains
Moses Cone's manor is only a partial rain plan, and only if it's open. Tweetsie Railroad is mostly outdoors. Rough Ridge and the swinging bridge are slick in rain and a bad idea in lightning. A rainy day at a ski resort can still be a ski day if the resort is open.
Boone, as a college town, is the place you're most likely to find a bookstore, a campus building, or a casual indoor hour. This page won't invent which door is open.
